Many countries of the world are looking for nuclear energy because of couple of reasons. They would like to diversify their sources of energy and when oil prices were high nuclear energy is looked like a more profitable alternative. Nuclear energy is also seen as a more clean and «green» technology. So I think these are among the reasons why many countries of the world are looking to embark on nuclear energy. For most of these countries Russia is like any other supplier. They would go to whichever supplier offers the best deal. Probably Russia offered profitable source of nuclear energy cooperation, profitable both in terms of price and quality.
