On October 30, the public hearings on draft statement of work for environmental impact assessment regarding the Central NPP will take place in Chistye Bory, Buyskiy District, the Kostroma Region. Deployment of the Central NPP was approved by the decree of the Head of Administration of Buyskiy municipal district in July 2008 and a resolution of the Kostroma regional administration in October 2008.

The Kostroma Region will undoubtedly benefit from NPP construction in all respects. In terms of economy NPP construction will provide more jobs for the local population and facilitate an increased tax inflow into the regional budget. The crowning achievement is that the region and any neighbouring regions will get electrical energy for economic development of remote areas, thus, making it more attractive for investors, and helping catch up with the leaders of economic development among the other regions. The social impact will include among others, the increase in personal income, and improvement of conditions and increasing the life expectancy of the local population, development of their cultural and academic level.
Indeed, the Kostroma building complex will be engaged in NPP construction, which may be also referred to NPP’s benefits. It is certain, that extremely difficult and specialty specific tasks will be assigned to the third parties, but the majority of all works may be completed by the Kostroma construction enterprises. Should the need arise, for construction of NPP and any infrastructural facilities, such as power transmission lines from NPP throughout the region and to the neighbouring regions, for example, construction companies may be attracted from the neighbouring regions.
No inter-regional competition is likely to occur owing to the fact that construction is under Rosatom’s control and management. It would be simply senseless and harmful. Construction activities will be conducted according to the schedules for every plant to be commissioned in due time. There will be no competition in terms of the electric energy supply, because by the time of their commissioning the demand for electric power will be significantly multiplied both in the Kostrioma Region, in the neighbouring regions and all through the country providing full loading for these plants.
ABOUT THE NUCLEAR POWER PLANT:
Construction of the Central NPP is suggested at Buyskiy District of the Kostroma Region, 10 km to the northwest of Buy City, on the right bank of Kostroma River. At the Central NPP construction provisions are made for designing of the power-generating units #1 and #2 with the total capacity of at least 2,340 MWt. The rated capacity per 1 power-generating unit shall be at least 1,170 mWt (e); the service life of a power-generating unit shall make 60 years; power efficiency factor (net) is at least 34.7%; mean average operating ratio at the rated capacity – 0.92; predicted capacity factor for a power-generating unit – 0.90; auxiliary power consumption – under 7.0% of the total output; specific number of industrial and manufacturing employees providing maintenance services -0.43 pers./MWt
