On October 30, the public hearings on draft statement of work for environmental impact assessment regarding the Central NPP will take place in Chistye Bory, Buyskiy District, the Kostroma Region. Deployment of the Central NPP was approved by the decree of the Head of Administration of Buyskiy municipal district in July 2008 and a resolution of the Kostroma regional administration in October 2008.

The Kostroma Region is historically one of the most important energy centers of the country. It should be pointed out that the Kostroma Region supplies electric power to 40 regions of Russia and the CIS countries. Erection of the Central NPP will provide for consolidation and noticeable development of competitive advantages of the energy industry of the region and establish conditions for development of businesses ancillary to the energy generation.
Besides, huge financial injections in the industry of the region which are expected to make 4.5 bn. US dollars may provoke sharp increase in investment activities in the region. First of all, these will be investments in construction industry for the period of up to 2016. In other words, the opportunity to participate in application of Rosatom’s funds will make private contractors and developers invest their own funds in the business development of the region, which will further lead to complete reorganization and expansion of the Kostroma building complex, which status is currently estimated as insufficient to meet the challenges of NPP construction. In the whole, the reorganization will provide for up to 9 thousand of new jobs in the period of NPP construction.
Large-scale expansion of the infrastructural facilities of the region expected during the NPP construction, will give the opportunity for further economic development and in other directions. Besides, we believe that possibility of synergizing effect owing to simultaneous construction of Nizhegorodskaya NPP in the neighboring region should give certain advantages. One should remember the budget constituent of the Central NPP which will automatically become the largest tax-payer in the region, which has a low fiscal capacity at the moment.
ABOUT THE NUCLEAR POWER PLANT:
Construction of the Central NPP is suggested at Buyskiy District of the Kostroma Region, 10 km to the northwest of Buy City, on the right bank of Kostroma River. At the Central NPP construction provisions are made for designing of the power-generating units #1 and #2 with the total capacity of at least 2,340 MWt. The rated capacity per 1 power-generating unit shall be at least 1,170 mWt (e); the service life of a power-generating unit shall make 60 years; power efficiency factor (net) is at least 34.7%; mean average operating ratio at the rated capacity – 0.92; predicted capacity factor for a power-generating unit – 0.90; auxiliary power consumption – under 7.0% of the total output; specific number of industrial and manufacturing employees providing maintenance services -0.43 pers./MWt.
