— Construction and operation of the Central NPP will provide for the increase in gross regional product and consequently, the growth in the regional budget revenues from taxation

The public hearings on draft statement of work for environmental impact assessment regarding power-generating units #1 and 2 of the Central NPP were held on October, 30 in Chistye Bory, Buy District, the Kostroma Region. About 40 people out of 500 of those who came to participate in the hearings, presented their reports and suggestions. The delegates from Rosatom SK, Energoatom Concern, OJSC and Etomenergoproject, JSC answered all questions of the participants. The outcome of the hearings was the nuclear power plant project support expressed by the citizens of Buy District.

Construction of the Central NPP at the Kostroma Region is essential for the social and economic development of the region. There is an acute need in the budget replenishment to fulfill the social responsibilities by the government. We have to pay out pensions, we have to provide support for the disadvantaged groups of population, all this takes money.

Regretfully, in view of underdeveloped technical and production potential of the Kostroma Region, available sources of budget revenue are not sufficient. Therefore, construction and operation of the Central NPP will provide for the increase in gross regional product and consequently, the growth in the regional budget revenues from taxation.

Furthermore, we will maintain a high degree of environmental security, the minimum environmental impact, on the one hand, and on the other hand, which is of no small importance, the power plant will be operated in the framework of the public form of Concern.

REFERENCE:

Construction of the Central NPP is suggested at Buyskiy District of the Kostroma Region, 10 km to the northwest of Buy City, on the right bank of Kostroma River.

At the Central NPP construction provisions are made for designing of the power-generating units #1 and #2 with the total capacity of at least 2,340 MWt. The rated capacity per 1 power-generating unit shall be at least 1,170 mWt (e); the service life of a power-generating unit shall make 60 years; power efficiency factor (net) is at least 34.7%; mean average operating ratio at the rated capacity – 0.92; predicted capacity factor for a power-generating unit – 0.90; auxiliary power consumption – under 7.0% of the total output; specific number of industrial and manufacturing employees providing maintenance services -0.43 pers./MWt.

Atomenergoproject JSC (Moscow) acts as a General designer for the Central NPP construction. The company is a member of Atomenergoprom, JSC integrated company, consolidating public assets in the Russian nuclear power industry.

The developer’s functions are executed by Energoatom Concern, OJSC with 100% of its shares owned by Atomenergoprom, JSC. The Concern includes all 10 nuclear power plants in Russia, granted the status of the Concern branches, and NPP supporting companies. All 10 Russian nuclear power plants operate 31 power-generating units with 23,242 MW of rated capacity, including: 15 pressurized-water reactors — 9 of WWER-1000, and 6 –WWER-440; 15 pressure-tube boiling-water reactors – 11 of RBMK-1000, and 4 of EGP-6; and 1 fast neutron reactor. The power generated by the nuclear plants in Russia makes 16% of the total output.
