Rosatom State Corporation approved the decision to establish on the basis of JSC “TVEL” (a 100% subsidiary of ”Atomenergoprom”) the Fuel Company. This decision was made as the implementation of measures to restructure the Nuclear Power Industry in order to improve its efficiency.
In accordance with the decision, in the first phase, there will be implemented transfer to JSC “TVEL” shares of JSC “Combined company «separation-sublimating complex» ( «OK» RSK «, a 100%» subsidiary of JSC «Atomenergoprom”, consolidates 100% of shares of sublimatno-dividing plants – “Angarsk Electrolysis Chemical Works“,» PA «Electrochemical Plant», «Ural Electrochemical Plant» and JSC «Siberian Chemical Complex»).
In addition, to JSC “TVEL” there will be transferred 100% shares of JSC «Engineering Center“, “Russian gas centrifuges”, which integrates the enterprises of nuclear industry involved in the development and production of the major (gas centrifuges) and auxiliary equipment for the dividing enterprises — JSC» Vladimir Production association “Tochmash «, JSC» Kovrov Mechanical Plant «, JSC» Design Bureau, Nizhny Novgorod «, JSC» Centrotech SPb”, LLC «Novouralsk research and design center», LLC «Novouralsk Instrument-Making Plant», LLC «Ural Plant of gas centrifuges“ .

After implementation of the consolidation of a large number of the industry enterprices within the framework of JSC “Atomenergoprom”, “Rosatom” started for creation of the most logical structure of asset management. With a view to of property rights the carried out changes are minimal: the exchange of assets is carried out among 100% subsidiaries of “Atomenergoprom”. The taken decision refers, first of all, to optimization of the management scheme. TVEL was in the past a core segment of the nuclear fuel industry as well, joining to it of the related in fact enterprises will increase controllability of the divisions within “Atomenergoprom”. Rapidness and coordination of decision-making, coordination of management strategies are important for a number of perspective projects being implemented now in the framework of this division.
Fuel markets for nuclear power plants and equipment for uranium enrichment in the future are no less important than the market for construction of plans which Russia in recent years has been clearly successful at. However, the effect of the reforms will depend on the specific economic measures within the framework of the fuel company — optimization of production and management structure, costs reducing, technical and marketing policies, etc.
