— The FAPP project, despite the fact that it’s a commercial one, is aimed at the development of the Vilyuchinsk city and the Kamchatka region. Supplying the network with electricity at reduced rates, we naturally create conditions and opportunities for reducing tariffs for end users. This applies to tariffs for thermal energy too. According to our estimates, selling rates for the thermal energy, generated by the floating atomic power plant, are at least by one and a half times lower than the cost of thermal energy produced at existing boilers.
This, however, does not preclude the need to preserve the boiler as an operative backup source that will serve a supportive role during the coldest time of the year. The FAPP, in turn, will also support functions in the electric network of the central power unit of Kamchatka and serve as an excellent switching source, which can quickly change the power depending on the needs of the system.
As any new commercial project, the plant will provide new vacancies in the region. The crew of the floating plant will be about 170 persons. In addition, for the protection of the object there will be involved about 200–250 persons of military personnel from internal troops. Manning of this special unit will be carried out from among the natives.
On the floating power unit there will work changeable crews, manned with experienced submarine officers, services at nuclear submarines and having the knowledge and skills needed to operate the ship’s facilities. In general, within the population of Vilyuchinsk there is enough large percentage of people who are familiar with nuclear technology, have experience in operation and maintenance of nuclear power plants, having safety culture for handling such objects.
Moreover, the plant will hire a significant number of support staff which will not be required to have special skills with respect of work at nuclear installations. We believe that, basically, this will also be local residents as well. Vilyuchinsk in this sense is a very convenient place for location of the plant, it has qualified staff, good infrastructure for the operation and maintenance of the floating APP.
Furthermore, in Vilyuchinsk there is a shipyard — the largest in the North-East .. All these factors give reason to hope that we made the right choice at placing the maijor FAPP in Vilyuchinsk — it will become a new reliable source of heat and electricity and it will serve the interests of the population of the city and the region.
