In my opinion, it yearns to pay special attention to the demands voiced by the President of the Russian Federation regarding the independent audit of state corporations and labour remuneration of management of these companies against costs reducing and productivity improvement.
Last week the General Prosecutor of Russia Yuri Chaika and the head of the Supervisory Directorate of President of the RF Konstantin Chuichenko reported to the President of Russia Dmitry Medvedev on joint audit of state corporations, and the president of Russia has paid particular attention to the issue of state corporations in his annual address to the Federal Assembly. The President, in particular, told about the need to conduct independent audits of corporations, to bring in each of them a model of modern management, and labour remuneration of management of these companies should be explicitly linked to indicators of costs reducing, efficiency improvement and increase of productivity, as well as to the results of adoption of new technology and innovations.

The theme of state corporations working efficiency has been touched on by the leadership of Russia this year more than once, and last week Russia’s president voiced criticism regarding state corporations in his Address to the Federal Assembly. It is worth noting that these claims are valid and they are very relevant with regard to the current economic situation — the state should not allow spending their money inefficiently under any conditions, especially since this should not happen when the economy is put on trial by the crisis.

As a prime example for such situation can be considered “Rosatom” State Corporation, to which, by the way, there hasn’t been made any single claim either in the reports to the president by General Prosecutor of Russia Yuri Chaika and the head of the Supervisory Directorate of President the RF Konstantin Chuichenko last week, or in the President’s Message to the Federal Assembly. The fact is that commencing from the last year, the Audit Chamber of Russia has conducted several audits of “Rosatom” and revealed no evidence of misuse of budget funds and misuse of property. Moreover, according to my information, in the state corporation there had been established the structures monitoring validity and effectiveness of staff.
