— I am sure that the law will allow the people resident in the territory of Tomsk region near the objects producing RAW to feel more quietly and confidently. The law will allow to provide strict control upon movement of each gram of RAW

Grigory Shamin, deputy chairman of State Duma of Tomsk region:

— For Tomsk region this law is especially urgent, because in its territory scientific and research and other organizations are located that use radioactive materials, but first of all, in connection with work of Siberian chemical plant, which produces significant amount of radioactive waste.

The law is needed, because now rules of RAW handling are formulated In fragments in various legislative instruments of various levels, and there are gaps in normative regulation of handling of new formed and previously accumulated RAW. It is very important that the law establishes order of primary registration of accumulated RAW, provides maintenance of register thereof and cadastre of RAW burial points, confirms differentiation of concepts RAW and IF (irradiated fuel), introduces legislative differentiation of RAW into low-, middle- and high-activity ones. I suppose that distribution of principles «contaminator pays» and «paid and forgot“ by the draft law on RAW handling not only provides execution of international liabilities of the Russian Federation, but also clearly determines relations of RAW producers, state authority and national operator on RAW handling.

I am sure that the law will allow the people resident in the territory of Tomsk region near the objects producing RAW to feel more quietly and confidently. The law will allow to provide strict control upon movement of each gram of RAW».
