 — The main reason for NPP construction delays in Poland and Lithuania is a financial one.

Khanna Troyanovska, Government Commissioner on the nuclear-power engineering, stated to Polish PAP Press Agency on Aug 12, 2010 that Poland would put in operation the first NPP in the country in 2022, two years later than it had been planned.

Shtefan Maister, Expert of the German Council on Foreign Relations:

I think that the main reason for all delays is a funding gap. At the time of financial crisis it is very complicated to find construction sponsors and realize such projects.

I know about discussions at the governmental level of Poland and Lithuania on a question of accession to the Russian project of the Baltic NPP construction in the Kaliningrad Region.

Of course they are not very enthusiastic about this idea but consider this to be the most economically sound decision.

NPP construction is very complicated for Poland and Lithuania because of financial problems, so, I think probably one of the parties will take a step in this direction. In my opinion, Lithuania is more cooperative.
