— Key amendment to the “tunnel bill” suggests a mechanism of parliamentary control over the structural reforms in the nuclear power sector

79 amendments were proposed during the second reading of the bill «On the Peculiarities of the Management of the Property and Shares of Organizations Using Nuclear Energy and On Relevant Changes to Some Legislative Acts of the Russian Federation.»

State Duma deputy Yuri Senturin says that the key amendment suggests obligatory reporting of the Government about the structural reforms in the nuclear power complex.

«In fact, this implies parliamentary control over the reforms. This is a novelty. It will ensure closer control over the reforms and will prevent any negative consequences for the society and the state,» says Senturin.

Some amendments specify organizational and legal aspects of the process of corporization: the change of the status of federal state enterprises and their consolidation into a Central JSC. Particularly, the question is about some Rosatom educational institutions. This project will be carried out by the Education Ministry.

As was reported earlier, on Jan 17 2007 State Duma approved the second reading of the bill «On the Peculiarities of the Management of the Property and Shares of Organizations Using Nuclear Energy and On Relevant Changes in Some Legislative Acts of the Russian Federation.» 372 deputies voted «pro.»

The third reading is scheduled for Jan 19. The bill regulates the management of the property and shares of nuclear power organizations of the Russian Federation.

The aim of the bill is to raise the competitiveness of Russian nuclear power companies on the world markets, to remove legislative obstacles to their efficiency, to regulate the property basis of their activities, to harmonize the organizational and managerial structure of the nuclear power complex with the modern economic conditions in Russia.

The first reading was approved on Dec 6 2006.
On June 9 President Putin ratified «The Nuclear Power Sector Development Strategy.» The key aim of the strategy is to increase the share of nuclear power engineering in the country’s energy balance to 25% by 2030. The above bill is one of the initiatives under the strategy. It is aimed at reforming the civil part of Rosatom and at forming Atomenergoprom holding.
