“The key goal of the law is to create legislative conditions for the formation of a full-value nuclear concern, which will have all necessary instruments for work under market conditions,” says State Duma deputy Igor Igoshin. “Today, we have no such conditions. And the very goal of this law is to solve these very problems, particularly, to preserve state control over the activities of the sector. The law is aimed at reforming the nuclear power industry and forming Atomenergoprom, a vertically-integrated holding comprising JSCs (including those transformed from federal state unitary enterprises), the property complexes of FSUEs and federal state institutions, which will have the right to manage their property. The Main JSC (Atomenergoprom), its daughter and affiliated JSCs may commit their shares to trust only if given the consent of the President. The law does not cover the defense sector of the nuclear power industry.”
