The point of the reforms in the civil part of the nuclear power industry is to merge Rosatom structures into a global company covering the whole nuclear power production cycle: from uranium extraction to NPP building and operation. There are no analogues in the world. For example, the French giant, Areva, does not produce own energy even though this segment has the highest added value. And so, such a company will give Russia serious competitive advantages on the international market.
This project will give confidence to Russian enterprises. Atomstroyexport has grandiose plans. According to preliminary estimates, some 500 GW of nuclear power capacities will be launched in the world in the coming 20–30 years, of them 300 GW in developing countries, who have no own NPPs but have steadily growing demand for energy. Atomstroyexport hopes to get orders for 20%-25% of those 300 GW and the new law will help it in the matter. The law is well-thought-out: on the one hand, it fully meets the modern tendencies in the world and actively promotes the Russian expansion into the foreign energy market, on the other, it does not weaken the state control over the nuclear production and fissile materials.
