Nuclear industry is one of the few high-tech spheres of Russia that are still highly competitive on the world market.
However, for a number of objective and subjective reasons, in the last 15–20 years the industry has not been developing as quickly as it can and should. Now that the energy demand and fuel prices are developing and that the traditional types of energy are getting scarce, Russia and the whole world are facing an urgent need to develop nuclear energy.
Russian nuclear industry and science should be adjusted to the home and world market conditions.
For this purpose, the Russian Government has adopted the law on the peculiarities of the management and disposition of the property and assets of organizations using nuclear energy.
In order to make it effective, we should draft relevant implementation mechanisms. As a result, we will have a legislative field and necessary conditions for quick and effective development of nuclear industry.
Even though the industry has been divided into civil and military sectors, I think we should preserve its organizational unity and the practice of social partnership with its legislative instruments (branch agreements, branch committee for regulating social-labor relations, etc). This will be good for both individual enterprises and the industry as a whole. Social partnership is an effective mechanism for implementing the requirements and tasks of the federal target law concerning the preservation and enhancement of labor potential.
