The Sub-Committee on Nuclear Energy of the Federation Council Committee on Natural Monopolies met today, Oct 16, to discuss the legislative amendments necessary for implementing the large-scale NPP construction project in the framework of the federal target program for the development of the nuclear industry of Russia in 2007–2015. The senators pointed out the necessity of enlarging the relevant departments of Gostekhnadzor (State Technical Inspection), improving licensing procedure in the nuclear sector and solving the legislative problems related to the activities of engineering companies in the sphere.
The chairman of the sub-committee Grigory Naginsky pointed out the importance of developing social infrastructure and solving personnel problems. “We should first of all think about the people we are recruiting into the sphere. Construction of nuclear power plants is just one side of the medal. We should not forget about the problem of personnel.” The senators supported the idea to give special consideration to the ways of preserving the personnel potential of the sector.
The senators have also considered the problem of completion of the 5th unit of Kursk NPP (an almost 70% ready project). The senators were unanimous – in 2009 the Government should start financing the project so as to complete the construction of the unit and the laying of necessary networks.
